That challenge is if anything even greater than the campaign since 2002 for PHEVs. It addresses the issue of near-term rapid market penetration, which we need to reduce greenhouse gases and petroleum use, and won’t get just from new vehicles. It would help if cash for clunkers incentivized not only purchases of new replacement vehicles but, in some cases, conversion of the old vehicles.
